Kadra Tourmaline
Councilmember Kadra Tourmaline is an attractive likeable woman who appears to be in her mid to late thirties. She came to Tomar's Crossing several years ago and through her good nature and outgoing personality, made it onto the village council. Following the arrival of the meteor and the sudden melting of the glacier, she has been heavily involved in the setting up of the various refugee camps and ensuring that none of the refugees starve.
When the PCs rescued people from Fort Frostfell, and returned with a wagon loaded with supplies, she was particularly grateful, and by way of thank you - provided a Gem of Brightness to Cormir, who she seemed particularly taken with and assumed was the leader of the three unusual looking adventurers. Later, when the party were asking about magic users, she reluctantly admitted that it was not common knowledge, but she was in fact a magic user - a sorcerer (who therefore must have some Al'Shekeim blood), but even so she did have access to an Identify spell... She also let the party in on another secret. She had come to Tomar's Crossing several years ago from Safeharbour, when she fled her former teacher (named Merriath the Quick) - another sorcerer who, ever since learning that Dragons were real after all, had lost her mind, and believed that if she drank the blood of all of her sorcerous students, she too would become a dragon. When Kadra arrived in Tomar's Crossing, she changed her name and appearance subtly and tried to make a new life.
Since the influx of refugees from Safeharbour, she has become paranoid that Merriath has found her - as she has seen a young teenage girl (who could be Merriath in disguise), watching her and acting suspiciously. Kadra gave Drex an identify spell so that he could copy it, asking if in return the group could keep an eye on the young girl, who appears to go by the name of Ellie Mircar, and protect Kadra from her.
