Cadicca LeBlorneis an arrogant peacock of a noble from Safeharbour. He finds his current position as a refugee in Thomar's Crossing most distasteful, and is keen to change matters - hoping that the refugees will be granted voting rights and that he can become Villagemaster, or at least on the council - since of course given his breeding and education, he is by far the best person for the job.
